Not really, no. Mailer's one-piece folds and locks itself shut, made for lighter stuff and a nicer unboxing. Shipping box is the multi-flap RSC thing, heavier loads, needs tape.
Often, yeah. Mailers use less material, so the dimensional weight comes in lower than an oversized carton, dropping courier charges for anything light and flat. Heavier or oddly shaped stuff, though, a properly sized shipping box might actually win out once you account for returns.
